Rwa dissolved and ex president not giving handover

This is for a CGHS in Delhi.
We are about to sell the flat and need a no dues certificate.
The RWA was dissolved few months ago and an administrator was appointed

But the president refuses to give handover to the administrator till date.
How do we go about this ?
