What is the procedure for withdrawal of case using another lawyer because the currently appointed lawyer is not willing to withdraw. Also, what is the procedure to change the counsel without a NOC.

Just file a fresh vakalatnama via new lawyer. If court raise questions of NOC tell them your old lawyer is not giving, court will summon the old lawyer and force them to give. Advocate practising in Delhi
