Using bad words against cops

Recently saw a video on social media from Goa. Local people were furious and condemning the act of shifting idol of a god. One man fired a bad word at cop. All the cops on the scene left the work and started pursuing the man and detained him later.

How legal is that? Are we not allowed to exercise our freedom of speech? Is it obstruction?

What we need as a society to get rid of this feeling that mob violence is ok
