March 8, 2025 at 5:56 pmI love dogs myself, but thereβs a stray dog in my area that has turned **extremely aggressive**. It has bitten multiple people, making it almost impossible to walk outside safely. The problem? A few people in my neighborhood **keep feeding the dog** but **refuse to take responsibility for it**. And thanks to India’s **pathetic stray dog laws**, the local authorities refuse to **relocate** the dog. Whenever I try to complain, they just tell me relocation is illegal, and thatβs the end of the conversation.
To make things worse, when I reached out to an **animal NGO**, instead of helping, they **threatened to file a case against me** if I even try to defend myself by holding a stick or stone for protection. Basically, their only answer is:
**”You can’t move the dog, you can’t protect yourself, and you just have to live with it.”**
How is this fair? Do they expect us to get bitten every day? Live in fear every time we step out of our homes?
I have tried:
β Talking to local authorities β They refuse to act because relocation is banned.
β Contacting an NGO β They threatened **me** instead of offering a solution.
β Talking to the feeders β They refuse to take responsibility.
β Asking other residents for support β Some agree, but everyone is scared of legal threats.Iβm beyond frustrated at this point. The system protects aggressive strays **more than human safety**. I donβt want to harm the dogβI just want to be able to **walk home without fear**.
Has anyone else faced a similar situation in India? What can I do legally to protect myself and force the authorities to take action?
Iβd appreciate **any advice** or even just spreading awareness about this ridiculous law. We need laws that balance both **animal welfare AND human safety**βnot ones that let people misuse them while others suffer.

March 8, 2025 at 6:08 pmA mass sterilization and vaccination drive would be a great place to start. But from the state of public services and infrastructure in this country, I don’t think any money is going to be set aside to tackle this issue at the scale it is required to see an impact. Not on the priority list for any politician.-

CCalmdude4414

March 8, 2025 at 6:50 pmIt is a huge public safety concern. The risk increases as their population grows along with the increase of rabid dogs. We have daily incidents with varying degree of severity across the country. Why it’s essential to sterilize to bring down population count and also vaccinate to cut the risk of rabies.Along with quarantining and putting down any stray animal that has a history of biting incidents, they are ticking time bombs.
Also, you are not breaking any laws by protecting yourself from an attack. There is no law that says “you need to endure an animal attack without any form of self defense”. With a stray dog, often the best move is run and avoid the bites.

March 9, 2025 at 4:24 am> A few people in my neighborhood keep feeding the dog but refuse to take responsibility for it.Feeding dogs should be banned, at least by specific people. That’s why Govt. is responsible for upliftment of the poor. Otherwise they become loyal to who they directly perceive as giving them benefits and hateful against everyone else.
Either EVERYONE feed the dogs or no one does. It’s this inequality of feeding that’s causing trouble.
What maybe can be done is when you feed the dogs use that opportunity to teach them to be less aggressive towards passerbys. Like don’t just go up to them and feed them. Wait for someone to pass who they bark at, go up to them so the dogs know you (the feeder) are friendly with them, and then feed while having a conversation, or better yet let them feed it.

Now, since it is an animal, you have audacity to go any means. The dog is not biting the feeder which means issue lies in rest of people. You all probably abuse the dog and that feeder is the only safe space for it.
Good thing you people are scared of legal repercussions. Stay scared.

March 9, 2025 at 7:02 amLets answer your questions one by one.
If a man comments, threatens or attacks a pedestrian they are punished by law. Yes I would ask authorities to get rid of him or take measures t control his behavior.Pet dogs don’t may or may not bite their care takers but when a pet dog bites someone the caretaker/owner (i don’t like to use the word owner) is held responsible.
I never abused the dog or feeder. I love dogs.
Can you tell me the difference between the pet dog and stray dog? If a dog stays at your home all the time, sleeps at your home and is fed by you, you are the owner. Will you leave your pet dog unleashed outside your home? When is a dog “eligible” to be called a pet vs stray?
Being fed and taken care of is any animals right, attacking and biting is not.

March 9, 2025 at 7:05 amYour frustration is completely understandable. The current stray dog laws in India, particularly the ban on relocation under the Prevention of Cruelty to Animals Act and the guidelines set by the Animal Welfare Board of India (AWBI), create a difficult situation where aggressive dogs cannot be easily removed, even if they pose a danger to public safety.Possible Legal and Practical Steps to Take
1. File a Formal Complaint with Proof
β’ Instead of just verbal complaints, file a written complaint with your local municipal corporation, district magistrate, and police station.
β’ Attach medical reports, photographs, and testimonies from victims of dog bites. A written complaint backed by evidence is harder to ignore.
β’ Highlight that the stray dog is a threat to public safety, which can force the authorities to act.
2. Use the Public Nuisance Clause
β’ Section 133 of the Criminal Procedure Code (CrPC) allows a magistrate to act on a public nuisance if it poses a danger to life.
β’ File a petition citing the danger posed by the aggressive dog and ask the magistrate to pass an order for its removal or confinement.
3. Involve the Health Department
β’ If there are multiple cases of dog bites, report them to the Public Health Department. An aggressive dog increases the risk of rabies, which is a serious health concern.
β’ Under public health laws, authorities may be more inclined to act in the interest of disease prevention.
4. Petition the Court (if necessary)
β’ If local authorities refuse to act, you and other affected residents can file a Public Interest Litigation (PIL) in the High Court demanding action for public safety.
β’ Courts have, in some cases, allowed the relocation of aggressive dogs despite the AWBI guidelines when public safety was at risk.
5. Hold the Feeders Legally Responsible
β’ Supreme Court guidelines (2023) have stated that those who feed stray dogs must take responsibility for their behavior and any harm caused.
β’ File a police complaint against the feeders under Section 289 IPC (Negligence with Animals) if they refuse to control the dogβs aggression.
6. Community Awareness & Media Pressure
β’ If authorities are ignoring the issue, bringing in local media or posting on social media can sometimes create public pressure for action.
β’ Mobilize other residents who are concerned and send a collective representation to municipal authorities.Final Thoughts
The laws in India prioritize animal welfare but ignore public safety, which is why these problems persist. Instead of banning relocation altogether, India should follow a more balanced approach, like some Western countries where aggressive strays are rehomed or placed in controlled shelters.
Until legal reforms happen, using CrPC Section 133, public nuisance laws, and health department pressure are the best ways to force action. If all else fails, a court petition is the strongest legal route.
Stay safe, and let me know if you need help drafting complaints or petitions!

March 9, 2025 at 9:27 amThis is one of the biggest contradictions in animal welfare laws. In many countries, including India, laws protect certain animals (like dogs, cats, and endangered species) while allowing others (like chickens, goats, and fish) to be slaughtered for food. The reason? Cultural norms, economic interests, and practicality.
β’ Dogs are seen as companions, while livestock is bred for consumption.
β’ Religious beliefs and traditions influence which animals are protected or eaten.
β’ The meat industry is a massive economic force, so governments donβt interfere much.Essentially, animal welfare laws are selectiveβthey exist, but theyβre shaped by human convenience. Thatβs why stray dogs get protection, but poultry farms kill millions of chickens daily without consequences.

If a dog ,any dog has bitten a human being without provocation it needs to be removed (pet or stray)
In your case, under the law a dog that poses a significant threat to others must be picked up and euthanized.
If you were bitten, make an FIR provide proof, get community members to support your statement.
Be kind, be firm and state the facts and only the facts clearly. The dog is a danger and needs to be dealt with.-

March 9, 2025 at 12:13 pmClearly you are a clueless idiot, and it is idiots like you that give all animal rights activists a bad name. When a feral animal is clearly a risk to people in the community it lives in, it needs to be euthanised, no amount of hand wringing and tears is going to change that.
There is no place for an aggressive dog running wild on the streets, secondly if it is an unsterilized dog you run the risk of aggressive progeny in the next couple of generationg of street dogs.To further cement my belief in your idiocy, ” behave like a human who can distinguish between right and wrong”.
Most street dogs donot bite people walking on the street or attack dozens of people in an area, this is not a question of human behaviour, rather typical canine behaviour. This dog is an outlier and endangers the life of all canines in that area because people will treat them all as aggressive and troublesome.Much like humans on death row, the correct thing to do would be to euthanize it.
