What are next steps ? How do they recover money to the complainants account?

Lawyer here.

You will need to engage a lawyer. He can file an application in the relevant court and have the money transferred back to your account. Sometimes the police may also cooperate with the lawyer and will give the money back to you upon execution of a bond and continue their investigation.
