SI was chased by a stray today which I learned later from local folks had always been aggressive towards bicyclists and pedestrians. Its owner usually keeps it locked inside his house but today he let it free unsupervised so it chased me and I fell off my bicycle-broke a tooth,lacerated my elbows etc.
Is there any government website where I(being a minor) could complain anonymously so that they take action against violent strays or the owner who let them free unsupervised?

How is it a stray if it has an owner? Also, it chased you but the injuries you suffered were because of your own actions here. I’m assuming the dog didn’t bite you at all.
You can’t blame the dog here man. Your parents can pick it up with the guy who keeps them in the house. That is all. There ain’t no government website for this. It’s sad but no one in this country gives a shit about this particular situation you have here. It’s best that you look after yourself. Any kind of retaliation or revenge will only land you in a deeper hole.

SBy stray-I meant the breed. It was a stray dog that was being tamed by keeping it leashed by its owner. It was aggressive so the owner should have only let it free under his supervision which he did not.

DStray means homeless or devoid of an owner. I think you mean it’s an indie dog/desi dog.

Any pet dog shouldn’t be off leash outside the property walls of his/her owner. Again, take your parents and sort this out. Also, try to communicate in simpler words so the person across can understand your point. Tbh, I roughly understand your point but I’m still not sure if that’s exactly what you mean.
