Why is Surrogacy for Men still illegal in India while in western countries it is legal? Given the number of cases everyday, Why cant our govt think about this?

Modern problem needs Modern solution! Everyday we get to see so many cases where men become victims (not generalising it). Seeing this, there are many young men I know who are scared to get married but they also want to continue the legacy.
Also, when women can have why it is illegal for men?

Legal experts, Any thoughts?
What are the cons for which it is made illegal?
What are the pros (besides giving men choice to have kids w/o marriage) ?
If other countries can have it, considering India is one of the fastest growing country, what is stopping our government?

My question is very straight forward. Pls answer if you have any views.
