Do you have any agreement with the Tennant?
There are ways to settle things out of court, which is always better and quick.

Legal battle will involve cost and time with additional frustration due to latency of the process.

400 to 1000 it depends, it takes more if you register the agreement.

It’s 50 percent split between owner and Tennant. 7k is too high.

Hire. Key maker, record everything on camera -opening lock and while entering the flat- this is for your safety.

The guy is not coming back. Don’t inform anything to him, Block him on your phone and sell the flat.
