Authority charges penalty on Delayed Registration By Owner – Noida ?

I have a flat in Noida which was bought by me in 2009, the company received CC & OC in 2012.

I took possession in 2019 but didn’t get registry of the flat executed.

I have been hearing that in case the owner delays registration the authority charges delay charges.

Can someone confirm this ?
The case is in NOIDA
