Bike Service Centre causing problem

A year ago one bike service centre open right beside my home. First it was quite but after sometime they started dumping waste right infront of us.( There’s a wall between our home and the dumping place where they are putting out all the waste from their service centre) And there’s too much of petroleum smell also always. And they are using loud speaker also every now and then. No what are my options? What can I do? I want to file a complaint but I’m not sure where do I do that. Please do help me out
