Builder not refunding the security deposit

Hi,
I have bought a land in a gated society(tnc & rera approved) previous to construction of my house the project owner demanded 40000 as security deposit in case of any damage to society property during construction + maintenance, he clearly mentioned that we will your remaining refund the day your house is completed..i have shifted in my new house for a month now and have been chasing the owner for 1.5 months for the refund but he is not refunding the amount and abusing me.
Can you please help me on how to get the refund where can i log the complaint.
