Can company charge me penalty if I quit internship before lock-in-period?

Term of internship is 12 months.
Having 6 months of lock in period.
3months of training.

There is a clause saying that if I quit internship before the lock in period I will have to pay the company Rs.60,000/- as a penalty.

There’s a stipend in the contract too. That is payable after the training period however there is no amount mentioned.
