Can pedestrians wear helmet according to motor vehicles act?

My distant neighbour died in a road accident as a pedestrian. The doctor told that if he had worn a helmet , he could’ve survived. That part of the road where this accident happened has recurring accidents especially to pedestrians.

If that part of the road has frequent accidents, you need to do some activism to ensure that the road is redesigned, some speed breakers are put in, etc.
