Can someone explain the section99

Section 99. Acts against which there is no right of private defence.
So I was procrastinating and came across this section of the indian constitution.

On my first and second read I couldnt quite get it, so I decided to post here, can someone explain it to me in laymans words?

I get this that it provides some exemptions to the right to self defence.
