Car sold 8 months ago, RC still not transferred, how do I protect myself legally?

Sold my car to a dealer in June 2025; they resold it in September 2025. I signed Form 29 and have a signed copy of Form 30 from the buyer (plus their PAN/Aadhaar). It’s been 8 months and the RC is still in my name, the dealer keeps making excuses.

What can I legally do to protect myself from liability (accidents, fines, illegal use) until the transfer is completed?
