Chace of adverse report for Passport verification by police

My sister was applying for passport from her current address where she has been staying for 2 years. Prior to that she was staying in permanent address in hometown.
When police came for verification, they mentioned why did we apply from this address as we only have been here for two years. We can only apply if we are here for 5 years.
He said he will mostly reject the application and asked us to apply from hometown address.
Can someone guide what needs to be done in such case.
Also bribe was not an issue as he declined when we asked him.
