College Asking for money to appear in Exam

I’m asking on behalf of my friend.
He fractured his leg in January and was advised bed rest by the doctor for recovery, so he couldn’t attend college. Now that he has recovered, despite submitting medical documents, he has been asked to pay ₹5,000 for the internal examination, and he also has to pay separately for the end-semester exams.
It is a private institute approved by aicte ugc etc.
