College is Charging ₹8k For Clinical Practicum Certificate

I’m posting this on behalf of my wife:

I’m trying to obtain a clinical practicum certificate from my college, which is under Osmania University, attesting to the clinical practicum hours I’ve completed for my Audiology masters degree.

After speaking to the admin at my college, she is saying there is a charge of ₹8k for obtaining this certificate. Mind you, this is just a certificate with the hours I’ve completed along with a signature. ₹8k is so much money for me. In fact, when I initially spoke to the principal, he said ₹4k, and now the price is doubled.

Is this legal for the admin staff to do this? I’m really not sure what to do and I’m really frustrated with how this is playing out.
