College is refusing to provide degree certificate

I studied at the Government College of Engineering, Jalgaon, and have paid all my fees.

In my first and second years, the college deducted ₹15,000 as EBC (Economically Backward Class) concession from my fees. The same process was followed for the third year. However, due to a mistake by either the college or DTE, the EBC amount approved for my first and second years was only ₹320 instead of ₹15,000.

We only discovered this issue during our final-year exams. When we protested, we argued that the college should have informed us in our third year itself, as they were already aware of the discrepancy. Instead, they hid this information from all students.

Now, when I went to collect my provisional degree, degree certificate, and leaving certificate, the college is demanding ₹29,360 for the first and second-year EBC shortfall.

I have completed my degree in 2018 and till now I haven’t collected any of the mentioned documents

Is there any legal action I can take to avoid paying this amount?
