I recently came across a video on YT where a public figure with millions of followers and a lot of influence called for an execution of two content creators. Is this not a criminal offence? Are content creators allowed to file FIR based on this video interview as evidence?

Give written criminal complaint to police take recieving by them, if they don’t file FIR, file 156(3) crpc
