Dentist failed to deliver aligners in the promised time and refused refund. What can I do?

Dentist took 70,000 from me and said that aligners will arrive in a week. More than a month passed, the company did not send any aligners. I kept asking for refund but the dentist refused. Almost 2 months later, the aligners arrive at the dentist office but I am no longer interested in using them looking at their pathetic service. I researched and found out that the aligners from that company are a third class product. So, my question is can I file a case because they failed to deliver my product in the promised time and get my money back?

Consumer forum. if consumer forum dont give you satisfactory result the next thing would be visting physically consumer court
