Doubts about long term leave and license agreement

I’m property owner and have an agreement that says compulsory renewal for 20 years. It’s a leave and license agreement, one term past so far. It’s renewed every 11 months.
Is there any risk of licensee filing for tenancy? Even tho it’s written he is not to claim any ownership at the time of leaving in its clause? This is in Goa
