Father’s middle name missing in government IDs

As the title suggests, my father has used his middle name in all his government IDs ( earliest he didn’t pre-Aadhaar card era ) and all my government IDs does not contain his middle name.

Wanted to know the procedure for the same.

Someone suggested to do a gazette notification of his name change from without middle name to new name with middle name.

Someone suggested to do a gazette notification that both are his names.

Then I use that notification to update my IDs.
