Can I file PIL against a public servant for using their executive power to usurp family assets? I have revenue receipt with their name on it. They also filed forged asset declaration to the govt and gave wrong information about their assests

Public Interest Litigation is only filed after exhausting all the options. Since, you have proof, approach the relevant Anti-corruption Bereau.

They have served in state vigilance & anti-corruption dept in the past and Iโ€™m sure they can make the complain disappear within days. I know how corrupt bureaucrats are and have no trust in them.

Not a PIL. You will have to file a complaint before the Central/State Vigilance department or Anti Corruption department.

What if they worked in the vigilance dept in the past?

                      Lawyer from delhi here!

File a complaint with the Central vigilance commission, ministry and to the chairman of the concerned department.

Report the incident to the Lokayukt office. Filing a Public Interest Litigation (PIL) in such a case is not possible. However, if you intend to challenge any illegal actions committed by a public servant, you may file a Writ Petition in the High Court.
