Flat owner is pressuring my friend

The owner of my friend’s building is pressuring him to pay him rent for this month instead of deducting it from the security deposit he paid when he moved in. However, there is no legal rental agreement between them. What are his options in this situation? Can my friend make an agreement stating that his flat’s owner will return the security deposit on the condition that he pays this month’s rent?

Even if it’s just to put some pressure on the owner to ensure he gets the security money back.
