FnF denied due to bond penalty non payment

Current working company is asking me to pay 4 lakh rupees as i am breaking the bond and leaving early. This 4 lakh is just an penalty and not an training expense as i had asked for the same and they just keep talking about breaking commitment without giving any actual proofs

Now since i am 1 month away from completing my notice period they are denying fnf for penalty payment. Also my 2 month salary is on hold as per company notice period policy and will only be released during fnf.

Any advice what i can do to get my fnf done?

Company is based in mumbai.
