Food License Scam? Operating from Kolkata

GoLegal India I needed a fssai license to start a cloud kitchen, I approached them, asked around 1000 for one year.

I being working and not having time to go through the process i paid them , they opened a profile with their email and phone no , after a week, application reverted they asked me 3200 for different docs. I thought it’s useful docs like water test etc so I paid.

Now it got reverted again they made a declaration form under 12lakhs twice and it’s still in stage one. It’s been 25 days .

Are they scamming me, I need the license to start the business asap.
