Got scammed by an online business

I, a business owner from kolkata, bought 4 sarees for my shop for 2000 each from a shop in Telangana, but the store called me and said that they are 2100 each. I said I’ll pay the rest once I receive I shipment, but they told me they’ll only ship if I pay the full amount. Obliged, I paid the extra 400 rupees. They have send me only 3 sarees, and is not pickup up my call now. This has happened one time earlier as well, where they sent 3 sarees at first, but after calling them they sent the 4th saree. But this time, they have blocked my call.

Please advice on what to do.
