Government official refusing to listen to government order

I belong to obc NCL category I made my NCL certificate two years back. the rule uploaded on National commission for backward class says that if either of the parent belong to class 1 group of government services but that parent dies in service child of that will fall in obc NCL

It is written vividly in the order but the officials are refusing to take a look and acting all high and mighty. What legal step can I take against them?

The central obc certificate (ncl) only valid for a year i.e. 31 march, you have to apply for it every year. ( and are you talking about state ncl?)
