Guy hit my car and not paying up

Hi guys
Last month a guy hit my car from back.
That time he told he will pay up my expenses coming excess after the insurance claim.
So we didn’t go to police after the accident.
Now he is telling that he won’t pay
Saying he is not having money now and pay only when he get it.
What should I do now?
All I have the photos of him, licence and the accident photos.
