Help (Certifier’s liability for future)

I’m a student at a govt college and I need the sign of my registrar in a document to state something which is really important for me.
But she is denying me saying,

If I certify your this certificate I’ll be liable for this till the validity of this document and after this if you misuse this I’ll be in trouble but as per the practical examples and online search I found that,

When a certifier attests a document they are generally confirming that at time of the certification the information is correct and it doesn’t imply for the future responsibility of the certifier

Anyone with the knowledge please help me I need to prove this and get signature,
