House agreement missing

We are three siblings, and our mother, who recently passed away, was the sole owner of the house. In her will, she stated that if any two of us agree to sell the property, the third cannot object or prevent the sale.

Currently, two of us are ready to sell, but the third sibling is refusing to cooperate and is holding onto the original property documents. We do have a complete copy of the will and all related agreements of ₹5000 stamp

Is there any legal way for us to proceed with the sale despite not having the original papers?
