House construction in unauthorised colony in Lucknow

We are planning to build a house in Lucknow. The area is new and the colony is not authorised yet. I want to know if we can submit construction plan to Lucknow Development Authority for the construction and expect to be passed?

In short: can a construction of house be authorised in an unauthorised colony?
