How effective is central Appealate authority in giving the answersheets in the subjects i failed ?

I thought i could appeal only in college.I did not know that there is a second Appealate authority in central government . The college is not giving me answer sheets of those subjects i requested. The first appealate is people of the college only. Is the central appealate commisoner neutral ?
