Is it mandatory to pay the penalty and file all the compliances before closing a company? Is there any way to check it by myself?

Hi! I’m being quoted a huge amount by different legal agencies to either complete my compliances of last 3 years or to shut it down completely. I feel like I’m being scammed because I don’t know proper information. Can anyone suggest if there is any way I could check how much penalty my company has to pay? It has been inoperational since incorporation. Do I still have to pay for compliance and filing if I need to close the company? Can someone suggest a good CA?
