Is School admission fee refundable?

Joined my child in Class 1 at a CBSE school in Kerala by paying Rs 25000 (it’s mentioned in the receipt as School Development Fee) I can’t join my child there due to some reasons – I am not relocating to this place from my home town. Fee paid in April first week, now it’s May 4. It’s sealed on the receipt that the amount is non-refundable. Admission not closed yet. When I asked over phone, the school authorities said it’s not refundable and have asked me to come travelling almost 5 hours to meet the principal. Is this fee refundable? If the school authorities deny, can we move legally? What’s the procedure?
