Landlord and Broker scam. Can someone help?

I rented a place in Bangalore last year. I had paid the token amount to the person I assumed is the owner but it was the broker. I had paid 20k advance and the remaining 1L I transferred to the owner’s bank account directly.

I had to vacate the flat and the person working under the owner says they have received only the 1L and the broker says he paid the 20k in cash and they keep bouncing me around to the other person. What action can I take here?
