Landlord wrongfully making my friend vacate the flat

So to elaborate on the title my friend got a text on whtsapp saying that they have to vacate the flat as they are giving the building to new management or to agree to pay 35k rent (currently 27k).

Context: this is near a college area so due to admissions new people are coming so most likely he wants them to vacate so that new people can give up the raised rents.

He did not talk over normal call did it on WhatsApp where he said I don’t care you can go ahead and file a complaint if you want.

We thought of going to police station but most likely he has them under his payroll and has influence.

We have a contract from the online site which he had made but for him that means nothing.

Is there anything we can do legally or just accept and look for a new flat.
