Legal advice required for passport

I am involved in a criminal case where the police has submitted the closure report to quash the FIR in high court. But the opposition has filed a writ petition.
A lawyer told me that certified copy of closure report by police can be attached in your passport application as it’s required for passport applications with pending cases.

But he is unable to obtain the certified copy.
Can anyone tell me how to obtain the certified copy of closure report????
Police has refused to give him as they say that it’s submitted in the court.
