My College is not refunding my deposit/security money

It’s been almost 6-8 months and my College has still not returned my deposit/security money which they are supposed to do so if someone leaves the college.
Everytime I call them they make some absurd excuse and extend the time for the next week.
The college is based in Pune and it’s quite reputed one .
What to do ?

Read the policy, Does it come under any University? If yes Go there any file a complaint, your fees will be refunded, (Happened to me) it takes time, I got cheque near diwali, and they also cut some percent of money
