Name change in property card to reflect intestate succession

My Christian friend’s mother recently passed away, leaving him, his brother, and his father without a will. The two houses they own are in both his mother’s and father’s names. I was told that to update the property records, they need to provide an inheritance or heirship certificate or affidavit, photographed by a Nagrik Seva Kendra (or a similar organization). Is this accurate? If not, what is the proper procedure they should follow?
