Need Advice: District Magistrate by mistake put a lock in common stairs going to rooftop instead of seizing the defaulter’s Flat door

For building maintenance we need to clean the water tank on the roof. But due to this mistake we are unable to access rooftop. Bank also denying to share the keys to access the common staircase. Other commercial floor owners not interested to take a step as a whole. Please help, what to do, how to get this fixed.

P.S. the owner who was unable to pay due loan flew away and not in touch with any of us.
