Need advice on BAOU not issuing my certificate – being asked to act as a courier

Hi everyone, I need some help regarding Dr. Babasaheb Ambedkar Open University (BAOU). I went there to collect my certificate, but they said they hadn’t received my marksheet. So I contacted the BAOU center from where I took admission, and they emailed the marksheet to the university as instructed.

Now, after multiple follow-ups and no response to my emails, BAOU suddenly says they need a hard copy of the marksheet. They expect me to go collect it from the center and hand-deliver it to them.

This seems really unfair. I’m a student, not a courier. Is this even legal? Who’s responsible in this situation? Can I escalate this or take legal action? Any help or advice would be appreciated.
