Need help! Owner not returning deposit even after 2 months.

We vacated our flat 2 months ago, but the owner hasn’t returned the deposit yet. He lives outside India. He is asking us to send the rental agreement first and says he’ll return the money “after some time.” He refuses to do it hand-to-hand — like exchanging the agreement and deposit together for safety. What should we do now? Is it time to approach the police or lawyer?
