Need Help While Applying For Learner’s License

So I am 18 and want to apply for Learner’s License I have filled most of the form out but i need a bit help on the documents case because in the verifying proofs for my residence the only viable options for me is the aadhar card no but the present address I am in isn’t the same as the address in my aadhar card (it’s my permanent address). What should I do? there is also the option for landline bill but these days no one seems to use landlines and neither do I (like seriously government update your sites), my sister is advising me to use my electric bill on the option of the landline bill saying she did the same and it worked (idk). Besides the document no., there is also a blank saying “issued by” what should I write in that. Your Help would be appreciated since I can’t find any thing similar to my case online
