Need some help – cybercrime report

Hello!
I’m not sure if this is the right place to ask this, but I’m looking for someone to help me file a cybercrime report, as i cant officially file one unless I have a working indian number. I’m not indian nor do i live in india however the person I’m trying to file it against is.
Any help would be appreciated, whether it’s helping me file the actual complaint or just giving me some information that could be useful.
