If a 15 year old brother beats and harrass his 13 year old sister , no1 in family cares about it, as a responsible neighbour are there any laws or helpline number so that i can protect the girl .

Consult that guy he needs attention and therapy. Don’t hate him for his act but try to befriend with him and talk to him nicely. He might have suffered something or may have lack of love from parents.

You don’t need to take legal action but try to pacify him

At times we just can’t do anything let them do whatever they are doing. That girl will grow up with revenge mindset and to seek love she will fall for wrong boys and spoil her life. That what happens with many girls

Talk to an friendly neighborhood policeman or woman to have a chat with the boy. And it will help if there are a few random visits to meet the boy.
