Neighbour splits into our food, what to do?

So nowadays my family is preparing some homemade chips. Since they need 2 days of sunlight, we keep them in open on our Terrace.

Yesterday, I caught my neighbour splitting on the chips from her Terrace. We have CCTV cams instead, so her action has been recorded clearly. Is there any proper legal punishment for this act? What actions should we take?

Do you mean spitting, because there is no harm in sharing.
