Noida Authority water bill even without applying for connection

Hi..
I have a LIG flat in Noida for which I took possession in 2013 and it has been locked since then as I have been staying abroad. I went to apply for water connection which I did not do at the time of taking possession as I did not want to use the flat and be charged for water usage. However the Noida authority has made a bill of 11000 with 14000 as late payment charges though I have never been billed or notified of any such charges. I find this very unfair as my house has been locked without a water connection or its usage and no intimation or demand made of charges, I am now being told to pay up.

Can someone please help and guide as to how to complain about this and not unfairly pay for service not utilized.
