I’m aware of FEMA regulations that prohibites the use of Indian debit/credit card or any payment platform for using any online lottery games particularly, but there are some platforms that calls themselves as “lottery concierge” where they purchase actual physical tickets on behalf of participants. Some examples are Lottoland, The Lotter, Lotto.in, Lottosmile etc which accepts even UPI payments, citing that they are legally operated as per Indian laws.

My question is, are these platforms legal from Indian law perspective? I’m aware that govt bans the physical sales of lottery in many states and in some states it is allowed, as long as it is regulated or state sponsored, but there’s not much info available about online operating of these platforms where users can legally participate.

Please shed some light on this, thank you.
